Mission Statement

 

The mission of the AFL (referred to as “the league”) is to conduct a game of fantasy football in a fun, friendly and competitive fashion while maintaining stable franchise ownership from season to season.   

 

I. League Structure

 

Franchises

The league shall be composed of 24 franchises, divided into two conferences (each with 3 divisions).  The conferences shall be named the AL and NL, respectively.  The divisions will be named North, Central, and South in the AL, and in the NL East, West, and Pacific.  Each franchise will select a franchise name and will be given a franchise logo.   All official league business will use either the franchise name or franchise logo as identification of each franchise.

 

Governance

The governance of the league shall be composed of the League Commissioner (commissioner, commish), the Competition Committee (ACC), and the General Ownership.

The League Commissioner shall serve a life term, only to be terminated by resignation or by a 90% vote by the league owners.

 

The Competition Committee shall be composed of:

 

             Committee President/Co-Commish

             Three Committee Executives

             One Committee Alternate

 

Each Committee member, save the alternate, will serve a two year term. The alternate a one year term . Every year, after the new committe has been voted on by the owners, members of the ACC will vote on one member who will serve as the Committe President and Co-Commish.

 

In the event that a member of the ACC resigns the alternate will assume the role of the departed Executive as well as their term.

The General Ownership shall be composed of all of the owners of franchises in the league.  If a franchise is owned by more than one owner, each owner will receive 1/X votes (with X representing the number of owners of that franchise). (E.g. if a franchise is owned by three owners, each owner shall receive 1/3 vote)

 

II. Fees

 

(Effective August 1 2006)

 

A nominal entry fee shall be collected by the designated representative in the competition committee. The fee will be used to secure the ownership of each franchise. The amount of the fee shall be determined by the ACC and the Commish each year and are subject to change yearly. The fee shall be due by April 1 , and will entitle the owner to all franchise privileges, as well as be used to show consent to the rules and regulations of the league, as outlined in this constitution. Owners who wish to continue ownership of their franchise must notify the Commish of their intent by March 1. Failure of an owner, or owners, to notify the commish of their intent to continue ownership or failure to pay the league fee by the specified deadlines will result in the forfeiture of ownership of that franchise. An open recruitment period shall exist from March 1 through April 1 to fill all open ownership positions. All fees are non-refundable. A full accounting of all league fees will be posted on the league website.

IV. Rules of Play

 

All rules of play (rosters, draft policy, scoring, etc.) not specifically outlined in this constitution shall be posted on the league website under the appropriate link.

Waivers

Teams submit requests from kickof sunday until say Wednesday at 9pm. Those requests are processed at 9pm Wednesday. Droppd players are locked until the next waiver period, which begins at the following Sunday kickoff. FCFS is allowed from 9pm Wednesday until the Sunday kickoff, and any player dropped in this period is also locked until the Sunday kickoff.


We would use the rolling waiver system or "yahoo" style to determine the waiver order. Every year the initial order will be, the reverse order of the final regular season standings, the Conference Champ will always start last.

 

First Come First Serve from draft day until the start of the regular season.

 

V. Playoffs

 

AFL

The division champion from each of the 6 conferences will qualify for the playoffs. The team with the best record in each conference will be awarded the wild card.

#4 if both owners live with in 100 miles of each other they will face off in a game of Rock, Paper, Scissors (best 2 of 3).  The younger owner will travel to the older members house for the match.

Once the 4 teams per conference are selected, the seeds will be determined by the Power Rank. The top ranked AL team will play the lowest ranked AL team. The top ranked NL team will play the lowest ranked NL team. The 2nd and 3rd ranked teams in each conference will play each other as well.

 

NIT

The remaining 16 teams that did not make the playofffs will enter the NIT. The NIT will be seeded according to Power Rank regardless of conference. The winner will win the $40 Prize. Playoff Tiebreakers


In the event a game ends in a tie in the either set of playoffs, the following criteria will be used.

 

#1 most designated bench player points
#2 most kicker points
#3 better Regular Season W-L Record
#4 better Regular Season Power Rank
#5 most total points scored
#6 if both owners live with in 100 miles of each other they will face off in a game of Rock, Paper, Scissors (best 2 of 3).  The younger owner will travel to the older members house for the match.
#7 if the owners live more than 100 miles of each other the commissioner will flip a coin.

 

 

 

 

VI. Code of Conduct

 

Owners of franchises and governing bodies are expected to conduct league business in accordance to the Mission Statement.  Violations of this code can be subject to disciplinary action, up to and including removal from the league, as determined by the ACC.

 

Owners are expected to submit lineups weekly, in the event that an owner does not submit a lineup two consecutive weeks, or three times in a season the owner will be asked to surrender the franchise. If the owner chooses not to surrender the franchise, the owner must submit an explaination for the lack of activity to the competition comittee. If the owner does not submit an explaination within one week, or the competion comittee does not accept the explaination as a valid one, the owner will lose their rights to the franchise.

 

VII. Trades

 

All trades must be approved with in 2 days during the regular season. We can use the alternates vote to replace any member who has not voted.

During the off-season trades have 7 days to be approved.

 

The Regular season starys Draft Day and continues until the end of the AFL Super Bowl.  All other times are considered off-season. If it ever happens that we don't get 3 yes votes within the 2 day period then the trade will have to be approved by the Commish.

If the Commish is involved in that trade then the Commish duties would go to the ACC President if he is unavailable then to VP, then either Executive. If all else fails the Alternate would have the final say.

Draft Picks

 

All teams are required to have 9 draft picks, from the start of the draft to July 15 (Keeper Deadline)

 

Keeper Deadline to Draft Day

 

From July 15 (Keeper Deadline) to draft day, teams are allowed to trade players for current year draft picks, as long as they have paid for the upcoming year.  The requirement is that all teams have 16 players and/or draft picks.

 

Trading Future Draft Picks

 

In order to trade away a future draft pick, you must pay the league fee for the future year(s) (Note, from above: "League fees are non-refundable").

VIII. Draft  

The draft will consist of 9 rounds.The initial order will be, the reverse order of the final regular season standings, the Conference Champ will always start with the last pick.

 

The top 3 picks in both the first and second rounds are "won" each year by teams winning their respective loser's bracket.

IV. Amendments to the Constitution

 

Amendment to the Constitution can be initiated by any member of the league. Each amendment should be clearly written and have a sponsor. If the sponsor is the commish, the amendment will go directly to vote by the other two bodies. If the sponsor is an ACC member, the commish and the owners can vote to pass. If the sponsor is part of the general ownership, the amendment must be passed first by the owners, then to the ACC and/or the commish.

 
Any amendment (and thus rule change-scoring-roster size) can be made by two of the three criteria:

 

1) Commish approval
2) unanimous acc approval
3) 60%* general ownership approval

An amendment that is approved by criteria 1 and 2 could be vetoed by an 80%* vote of the general ownership.

An amendment that is approved by criteria 2 and 3 can be vetoed by the Commish.

V. Key

* 75% of league owners must vote for a quarum to be reached
